Jerry Moore Scholarship Program
Application
Scholarships awarded are for the 2024-2025 academic school year (Sept. 1 – June 30).
Eligibility:
- At the time of application, applicant must be a high school senior who intends on pursuing a post-secondary education at a two-year or four-year institution of higher learning; and
- Accepted at an institution of higher learning; and
- Meet at least one of the following criteria:
- Be a child of an active, full-time or retired Salem Police Department employee; or
- Be a child of an active full-time 911 call-center employee; or
- Be a participant in the Salem Police Department Cadet Program; or
- Be a youth participant in one of Salem Police Department’s youth programs (letter attesting to participation by program leadership required).
Scholarship Rules & Terms of Use:
- All awarded scholarship amounts will only be used for student’s tuition, fees, books, and other related expenses charged to the applicant by the college or university.
- Awarded amounts are paid directly to the accredited college or university where applicant is enrolled. Funds will be placed in the applicant’s student account.
- All applicants must be enrolled full time, at least twelve credit hours, to qualify.
- Awarded amounts are subject to change, if there is a change in an applicant’s original application.
Submission Deadline:
Completed scholarship applications are due by midnight PST on May 24, 2024
All applicants will be notified of outcome by June 1, 2024
2024 Scholarship Instructions
Only complete, timely, emailed scholarship packets are eligible for consideration.

- All sections of the form must be completed – DO NOT leave any field blank.
- If a section doesn’t apply, place “NA” in the field.
- No handwritten applications will be accepted.
Narrative essay (Select One)
- A minimum of 500 words:
- Why am I pursuing a career in ________ field? Tell us what you intend to study and why you are choosing this field.
- The importance of volunteering in my life. Describe your volunteering experience at your high school or the community in which you live.
- Ideas: Share a personal story, academic achievements, community service, examples of leadership that make you deserving of a scholarship.
- A minimum of 500 words:
- Resume
- A current resume, including volunteer activity, limit one page
- Academic transcript
- A copy of the most recent high school transcript (unofficial copies are permitted)
- Reference Letter
- One current, signed letter of reference from an employer, teacher, youth program worker, or other reference, preferably on letterhead
- This letter must be submitted directly from your employer, teacher, or youth program worker through this link no later than May 24, 2024.
- IF YOU ARE A PROGRAM PARTICIPANT in a youth program that SPD supports
- A letter from the program manager confirming your participation in the program.
- This letter must be submitted directly by the program manager through this link no later than May 24, 2024.

- No printed Scholarship Packets will be accepted in person.
- Reference letters are the only portion of the Scholarships Packet that must be submitted separately using this link. They must be received by May 24, 2024.
